Director, Budget & Financial Reporting

Occupational Summary

The Assistant Dean Finance, provides leadership to the SOM Finance Office and the departments they serve within the School in terms of financial management and reporting practices, development of the operational budgets, evaluation and design of effective IT Tools, and implementation of strategic initiatives to meet the growing needs of the School.

The position reports directly to the Assistant Dean & Associate Director for Finance and will assist with the coordination of programs, projects and activities.

Work Performed

Creation of departmental formula funding sheets including updates throughout the year for changes and the annual true up.

Develop budget instructions for the School of Medicine process as well as a checklist to assist the departments in accurate completion.

Coordinate creation of a zero-based budget model template for the Basic Science units, train the managers to use this and troubleshoot throughout the budget process.

Serve as the help desk for the budget tool and reporting.

Creation of final approved budget memo and coordination of associated reports.

Coordinate quarterly financial information with clinical departments to prepare for budget update meetings.

Manage the work performed, train new employees, and provide ongoing support to the three Financial Management Analyst IIIs as it relates to performing the activities noted below.

In addition, Assistant Dean Finance performs the departmental activities noted below for the portfolio of departments assigned.

Onboarding of all new departmental business/finance managers to help them learn about the School of Medicine finances.

Serve as ongoing resource/help-desk to all departmental staff.

Approval of departmental journal entries involving assets, liabilities, certain transfer activities, and certain untimely cost transfers.

Quarterly monitoring of budget vs actual, overdrafts, AP Problem Invoices, exception reporting and Business Manager corporate card activity.

Annual monitoring of Gift and Grant policy compliance, Endowment Expendable transfer compliance and reporting, Professorship spending compliance, Salary setting review, preparation of SOM finance related business manager metrics, exception reporting, year-end closeout, and coordination of all School of Medicine related reorganizations.

For each of their respective units each analyst creates budget templates and projection templates then works with the department to ensure accuracy by the deadlines.

Review the support formula for each unit and ensure the JV to provide this is accurate.

Management of School of Medicine Financial Assessment and Management (FAM) process.

This includes training new managers and working with departments to update Internal Control Environment (ICE) documents biennially.

Also quarterly monitoring of all School of Medicine activity for timely completion.

Serve as an expert resource within the office and to the departments served; on financial reporting performed via SAP Analysis for Office queries, budget tool, SAP R/3, workflow, SAP security, and business process flows associated with funding models and budget development.

Participate in related system implementations to represent the School of Medicine.

Provides support to the Assistant Dean Associate Director Finance as needed and required by the assignment of new responsibilities to the Finance Office.

Serve as a backup for the Assistant Dean Associate Director Finance in their absence.

Work directly with the Associate Dean Finance, Vice Dean for Finance and Executive Dean for Administration as needed.

Required Qualifications at this Level

Education/Training:

  • Work requires knowledge of accounting and finance or business principles and practices generally obtained through a Bachelors degree in Business Administration or Bachelor of Science degree in Accounting or Finance.
  • A Certified Public Accountant or Master’s degree in Business Administration preferred.

Experience:

  • At least seven years of business/administrative experience in general accounting principles, financial management; include Ad-Hoc financial analysis and reporting, budgeting and financial modeling.

    Supervisory experience is also preferred.

Skills:

  • Strong analytical skills with ability to analyze trends and financial information to perform complex analysis and financial modeling.
  • Demonstrates excellence in customer service to internal and external staff and department personnel.
  • Strong proficiency with Microsoft Tools and other integrated systems such as Advanced Excel and SAP respectively.
  • Excellent written, oral and conversational communication skills to effectively work with diverse groups.
  • Ability to analyze, evaluate multiple solutions and solve complex problems using judgement and well developed critical & analytical thinking skills
  • Attention to detail needed to operate accurately and effectively
  • Flexibility and ability to work on multiple initiatives simultaneously

Degrees, Licensures and or Certifications

  • Certified Public Accountant (CPA) and or Master’s Degree in Business Administration (MBA) strongly preferred
