Associate Accountant

The Finance Division has the responsibility for the fiscal integrity of the North Carolina Municipal Power Agencies (Agencies) and ElectriCities of North Carolina, Inc.


Through appropriate planning, managing, controlling, and monitoring of the financial activities of the entities the Finance Division establishes an environment that fosters fiscally sound decisions and corporate compliance to result in accurate and timely disclosure of the financial activities of the entities.

The Finance Division is also responsible for assuring the trustworthiness and evidentiary value of all corporate records, both paper and electronic, of the entities.

Primary Responsibilities
Assist the Agency Accountant and ElectriCities Accountant by performing accounting tasks that support the accuracy and completeness of ElectriCities’ general ledger, financial schedules and reports, including but not limited to: Preparing basic monthly reconciliations, wire transfer requests, monthly closing batches and uploads for NCEMPA and NCMPA1.

Uploading NCEMPA and NCMPA1 wholesale bill into accounting system and performing reconciliation.

Preparing counterparty accounts receivable batch by 10th of the month and tracking/reporting cash receivables by the end of the month.

Preparing the accounts receivable deposit batch for ElectriCities.

Coordinating the timely input and output of data for the Agency’s accounting systems and the timely preparation of disbursements and deposits.

Tracking and billing for ElectriCities’ services (unrelated to wholesale) such as PMPA, cost of services studies, renewable energy credit transactions and others.

Tracking and accounting for the Emergency Assistance Program and FEMA billing reimbursements.

Following-up with staff and/or cities to ensure proper documentation is retained as support for reimbursement requests.

Assisting with Technical Services invoicing and tracking as well as with Learning Management Systems’ training class billings.

Tracking and reporting both the Annual Conference and the Connections Summit invoicing, bill processing, cancellation credits and reporting.

Tracking of leased equipment to ensure timely return.

Performing as backup to Certify (expense reporting) tool to assist with resolution of expense and/or credit card inquiries.

Tracking fixed assets for NCEMPA and NCMPA1 by (1) reconciling inventory information; 2) updating data in the Fixed Asset System and (3) preparing appropriate reports.

Maintaining monthly reconciliations of receivable accounts and performing follow-up on past due accounts.

Develop a thorough understanding of the accounting system and assist in maintaining the system for the Agency.

Foster an environment of service, teamwork and accountability to promote collaboration within the Accounting and Finance teams and cross-functionally with other departments.

Perform other related duties as assigned.

Job Requirements

The successful candidate will possess the following:
A Bachelor’s degree in Accounting, Finance, or Business Administration.

Two to four years of related experience, or sufficient accounting experience.

Knowledge of general accounting and budgeting principles and theory including knowledge of public agency procedures that must be followed.

An understanding of data processing applications (accounting systems’ ledgers and subledgers) and how they relate to accounting process.

Ability to work proactively and independently to research, analyze and prepare and report financial information.

Ability to work independently to troubleshoot and resolve accounting problems that could arise during routine work, with excellent problem-solving skills.

Analytical mind with strong conceptual and problem-solving skills.

Meticulous attention to detail with superb organizational skills.

Ability to work under pressure and meet tight deadlines.

Proficiency using a computer and advanced knowledge of Microsoft Excel and other accounting software programs.

Proficiency using electronic data and online and digital resources.

Ability to communicate clearly and concisely, both in written and verbal form, with all levels of management and outside sources and work independently with minimal supervision.
